The President of the European Parliament Jerzy Buzek held yesterday - 7 December 2010 - a key-note speech for the EU-Russia Industrialists Round Table.

Selected remarks from the speech of EP President Jerzy Buzek:

"Russia is one of the EU's most important strategic partners: in all areas and in all fields. Our long term future has to be defined by what I call the three 'Cs' - continued constructive cooperation.

I was in Moscow in June where I had a fruitful meeting with President Medvedev. I believe that his modernisation agenda is a step in the right direction, but it must be accompanied by a strong civil society component and genuine progress in democratic reforms. I would go even further and argue that if modern Russia wants to have a strong, self-confident and free society, it needs an independent and fair judiciary. This is in the best interest of Russia itself.

You, who are sitting around this table, know only too well how important it is that the rule of law is applied if you wish your business to succeed. The case of Sergey Magnitski is particularly worrying. This is a shocking example that people fighting against corruption in Russia can feel neither safe nor protected.

Overall there is a much better atmosphere today. The reset policy of President Obama, the recent Russia-NATO summit in Lisbon, and today's signing of a memorandum of understanding on Russia's membership to the WTO at the EU-Russia summit - to which President Medvedev has arrived directly after a constructive visit in Warsaw - are all symbols of this change.

We have to work more actively together in pursuing a peaceful solution to the protracted conflicts in the region such as in the breakaway regions of Transnistria, South Ossetia, Abkhazia and Nagorno Karabakh.

I support putting in place an EU-Russia free trade area in the long run, however, still much has to be done before this becomes reality. First and foremost, Russia must join the WTO and the Customs Union with Belarus and Kazakhstan can not become an obstacle in this regard.

Another key area is energy: the European Parliament has always supported the need to diversify energy sources in the EU. The principles of the Energy Charter Treaty and the Transit Protocols must be the basis for all relations when it comes to energy. This is why it is so important to enshrine these principles in the currently negotiated new EU-Russia Agreement.

In essence we need to start thinking of an energy policy without borders not just within the EU but also in our neighbourhood."

Brussels, 29 November 2010: FOUR PAWS strongly welcomes the result of the Belgian initiative to include dogs and cats into the Animal Welfare Programme of the EU. Today, the EU Council of Ministers agrees that the protection of companion animals will be integrated in the new Community Animal Welfare Action Plan, starting in 2011: EU-wide registration of companion animals will be developed and rules for breeding and trade of dogs and cats will be established.

This decision is based on the new Art. 13 of the Lisbon Treaty, according to which Animal Welfare is a basic principle in all political actions and for all species. Huge discrepancies among Member States regarding the attitude towards companion animals still exist. The suffering of stray animals, the illegal puppy trade, health risks for humans and animals and market distortions can eventually find an answer at the European level.

Helmut Dungler, President of FOUR PAWS: "We are extremely thankful to the Belgian government, particularly to Health Minister Laurette Onkelinx, for this initiative and the constructive coordination of the EU Presidency. The EU commitment for dogs and cats is a huge step forward for Animal Welfare."

This result is also specifically linked to FOUR PAWS: The European Policy Office in Brussels organised two well-recognised conferences on the topic of companion animals in the EU in 2008 and 2010, launched a science-based website (www.carodog.eu) in the framework of and together with the Belgian Presidency, and created a European network for mandatory registration with suppliers, users and experts.

"Now we cannot rest: we have to ensure that the harmonization will take place at the highest level and produce real change for companion animals in Europe” Dungler finally said.

Film Festival: Commissioner Vassiliou salutes European winners at the International Rome Film Festival

Three films co-funded by the European Union's MEDIA programme were among those honoured at the closing ceremony of the International Rome Film Festival on 5 November. "H?vnen/In a better world" by Susanne Bier received two of the main awards: The Grand Prix of the Jury and the Prix of the Public for the best film. Toni Servillo got the Prix of the Jury as best actor for his role in the film "Una vita tranquilla/A quite life" of Claudio Cupellini. The Prix of best Italian actor was awarded to Francesco di Leva in the same film.

The Spanish Presidency of the EU, the Instituto Cervantes and the Brussels Town Council present an exhibition of dresses inspired by literature

The "20 Dresses for Europe" was launched in 2006 following the great success that met similar exhibitions in Tokyo, Beijing, Istanbul and Milan.
This original show offers an invitation to dialogue between two forms of art only rarely associated with each other but also - and above all - between the cultures of the three countries who are next to hold the rotating presidency of the Council of the European Union: Spain, Belgium and Hungary.

The Social Situation Report 2009 examines two issues that are important for developing public policy: housing in the EU, looking closely at home ownership, housing costs and social exclusion; and the social climate, based on a comprehensive Eurobarometer survey.

This report aims to identify new social trends and issues in order to provide reliable and comprehensive information on the social situation.

The social climate survey is the first in a series of annual surveys to monitor European citizens' perception of their personal situation, the national economic and social situation, and their feelings about policies of their governments in various areas, including health care, pensions, inequalities and relations between different communities.

In order to assist in the development of policies aimed at achieving greater social cohesion, the European Commission continually assesses the latest social developments across the EU. Documenting these findings in a comparable way provides Member States with valuable evidence on which to base their policy making.

The Social Situation Report -published annually since 2000- aims to foster informed public debate on social policy by providing key data and analysis. It is divided into two parts, the first being devoted to a special topic which is explored in depth, and the second consisting of statistical portraits covering the full range.

Thursday 4 February: Conference on New Skills for New Jobs

The European Commission is organising a major conference in Brussels to present the key findings of the 'New Skills for New Jobs' high-level expert group, providing recommendations on how to take forward the EU skills and jobs agenda. In addition, new figures on the supply and demand for skills in Europe up to 2020 will be presented.

The conference comes at a time when the Barroso II Commission will be starting to shape the EU 2020 Strategy, the follow-up to the Lisbon Strategy. According to the experts, much stronger bridges have to be built between the worlds of work and education and training. This is all the more urgent as today, despite the crisis, several millions of jobs are waiting to be filled by the right candidates. And labour markets in the EU are changing fast: within the next decade, around 80 million vacancies will need to be filled due to retirement and 20 million new jobs can be expected to be created, often requiring more and better suited skills than ever before.

After some years of relatively high growth and job creation (8 million new jobs alone in 2006-2008), the economic crisis has hit labour markets in Europe and affected the prospects and livelihoods of Europeans. In response, the European Commission launched a recovery plan to tackle the effects of the crisis and set three priorities for safeguarding jobs. One of them is upgrading and maintaining the level of skills in Europe.

Across Europe, globalisation, ageing populations, urbanisation and the evolution of social structures accelerate the pace of change in labour market and skills requirements. The development of new skills and competencies to fully exploit the potential for recovery is a priority and a challenge. Skills upgrading is also crucial for equity, since the low skilled are more vulnerable in the labour market. But this is not enough: ensuring a better match between the supply of skills and labour market demand is just as necessary.

This is why EU Member States have asked the European Commission to report on future skills requirements in Europe up to 2020.

At their Summit in Strasbourg / Kehl on 3 and 4 April 2009, NATO's Heads of State and Government tasked the Secretary General to develop a new NATO Strategic Concept. The purpose of this EWI roundtable is to identify the potential avenues for strengthening the NATO-Russia relationship that might be addressed in the NATO strategic concept. President Medvedev is also due to review the new Russian military doctrine until 2020, and its lead author - Nikolai Patrushev, the Secretary of the National Security Council - has stated that the process "will be open, so that everyone, both at home and abroad, knows how we develop our positions on security." In order to capture the benefits of this openness from both sides, this seminar is intended to spark new ideas for building confidence between NATO and Russia that might be reflected in their strategic concepts. The discussion topics will include NATO's open door policy, role of the NRC and its lack of decision-making power, CFE and ABM in Europe.

From 2002 to 2004, he was the Russian president's special envoy dealing with relations between the European Union and the Kaliningrad exclave. He is a former leader of the Rodina (Motherland) party, the former Chairman of the Duma's Foreign Affairs Committee and the former Vice-Chairman of Duma's Committee for Security.

In 1996 wrote his doctoral dissertation on "The Russian Question and Its Influence on National and International Safety". In 1999 got Grand PhD after defence of thesis "Russian National Security Problems on the Eve of XXI Century". Rogozin speaks French, Italian, Spanish, English, Czech and Ukrainian.

Ambassador Hans-Friedrich von PLOETZ, Member of Experts' Group on NATO's new Strategic Concept.

He retired from the German Foreign Service in 2005, following a long and distinguished career as a diplomat. Between 2002 and 2005 he was Ambassador of Germany to the Russian Federation and, prior to this, he was German Ambassador to the United Kingdom. In the early 1990s he was Permanent Representative of Germany on the North Atlantic Council, having been promoted from the position of Deputy Permanent Representative. Ambassador von Ploetz has also occupied a number of senior positions at the German Ministry of Foreign Affairs, heading departments dealing with transatlantic and European security issues. He was educated at the University of Marburg and received his doctorate in law in 1967.

This October 14, Brussels will host an the official opening of the representative office of the European Jewish Congress in Brussels, home to key institutions of the united Europe, primarily the European Union.
The European Jewish Congress (EJC) is one of the major NGOs in Europe maintaining cooperation with national governments, EU institutions and the Council of Europe. The EJC is an umbrella organisation for nearly three million Jews and represents over forty national communities throughout Europe, including Russia.
Today EJC is led by Viatcheslav Kantor of Russia. As EJC president, Kantor's priorities include preserving memories of past tragedies, preventing historical revision, and promoting the concepts of tolerance and security in Europe and around the world.

President of the European Commission Jose Manuel Barroso and President of the European Parliament Jerzy Buzek are expected to speak at the opening on October 14. The event will also welcome Vice President of the European Commission for Justice, Freedom and Security Jacques Barrot as well as members of the European Parliament and the Belgian government.

Later the same day, at the official ceremony, Armand De Decker, President of the Belgian Senate, will decorate Viatcheslav Kantor with the Order of Leopold, one of the highest royal awards in Belgium, for his outstanding contribution to Europe's social and cultural life and his commitment to promoting tolerance on the continent.

Сегодня ЕЕК впервые возглавляет представитель России - Вячеслав Кантор. На посту Президента Конгресса В.В. Кантор уделяет особое внимание вопросам сохранения памяти о трагедиях прошлого, недопущения пересмотра истории, продвижения идей толерантности, обеспечения безопасности в Европе и за ее пределами.

Интересным продолжением «географии» конкурса является номинация «Актуальная тема», предназначенная для иностранных корреспондентов, аккредитованных в России. Лауреатами в предыдущие годы становились журналисты из Швейцарии, Франции, Германии. В этом году победителем конкурса стала Кристина Джулиано, шеф-редактор Агентства «Апиком» (Италия).
В номинациях "Зона особого внимания" победителем стала Гюзель Губейдуллина ("Ведомости").
