A Moscow court today announced the verdict against the imprisoned former Yukos Oil chief executive Mikhail Khodorkovsky and his former associate Platon Lebedev, who will serve additional 6 years in prison.

The President of the European Parliament Jerzy Buzek said:

“I am very disappointed. The trails of Mikhail Khodorkovsky were the litmus test of how the rule of law and human rights are treated in today's Russia. In effect it has become the emblematic symbol of all the systemic problems within the judiciary.

I believe that President Medvedvev is genuine about the modernisation agenda of his country. In order for it to become reality opportunities like today's can not be missed. There is still a very long path for Russia to take.

I would like to express my deep solidarity with the entire family of Mr Khodorkovsky. I met with his mother Marina Khodorkovskaya on December 15 in Strasburg. She is a brave woman whose courage and faith I strongly admire. "

The European Parliament is set to vote on the 2011 EU budget at its plenary session in Strasbourg on Wednesday, following a debate the previous day. This was decided by Parliament's Conference of Presidents - the political group leaders and the President of the EP - on Thursday.

The 2011 budget, as submitted by the Budgets Committee to the full Parliament, includes more funding for all the priorities set by MEPs, including youth, innovation, the Middle East peace process and Palestine, Lifelong learning, the "People" research programme and the Entrepreneurship and Innovation programme.

Regarding the overall figures, MEPs are expected to embrace the levels proposed in the Commission's draft budget of 26 November: €141.8 billion in commitment appropriations and €126.5 billion in payments. Parliament has always attached more importance to the level of commitments, since they determine future expenditure.

Furthermore, there is an agreement between Council, Parliament and Commission that, should additional funds be necessary to fulfil the EU's legal obligations, there will be amending budgets during 2011, as the EU budget cannot legally have a deficit.

EP-President Jerzy Buzek commented: "The EP, in times of austerity, has shown responsibility and has accepted a modest budget. At the same time, the EP has obtained important commitments from the Council and the Commission which will help to construct more efficient EU budgets in the future. European citizens want us to work in a coherent and responsible way on the future financing of the EU. In particular, I welcome the commitment of the next four EU presidencies on Parliament's involvement in the Multiannual Financial Framework negotiations (MFF). I am also pleased that the Commission has agreed to make declarations on the costs of non-Europe, European added value, and pilot projects on the synergies between the EU and national budget. Importantly, the Commission will launch a legislative proposal on own resources and the next MFF by June 2011. These and other hard-fought developments and the commitment of the budget rapporteurs and Chairman of the Budgets Committee ensure that the Parliament will vote on the EU budget 2011 next Wednesday".

Aside from the 2011 budget, Parliament had a number of political demands relating to the implementation of the budgetary provisions in the Lisbon Treaty. Parliament laid down seven such demands in a budget resolution adopted at the October plenary session in Strasbourg. The main ones concerned the involvement of Parliament in the talks on the next long-term budget and on a new system of own resources. On the own resources, the European Commission will present a formal proposal by the end of June 2011, ensuring that the proposals on this issue are discussed at the same time as the future financial perspective. The involvement of Parliament in these matters is laid down in the Treaty (Art. 312.5, 324 and 311) but needed to be worked out in practice.

After almost two months of negotiations, EP negotiators have achieved an agreement with the Council's Presidency which is backed by the other Member States. It contains a commitment by the next four EU presidencies (the governments of Hungary, Poland, Denmark and Cyprus) on the involvement of the Parliament, which has given sufficient assurances to MEPs.

Parliament also successfully argued for systematic assessments to be made of the European added value of new legislation and its funding; there will be a report on the cost of "non-Europe"; and an evaluation of the benefits of synergies between the EU and national budgets. Parliament wants in this way to ensure that EU taxpayers get the best value for money.

In addition, a compromise was reached on the new priorities stemming from the Lisbon Treaty for which no provision had yet been made in the 2011 budget. The European Commission has undertaken to examine how these new priority areas could be boosted in the budgets for 2012 and 2013.

Buzek on the meeting with the mother of Mikhail Khodorkovsky

The President of the European Parliament Jerzy Buzek met today with Marina Khodorkovsky, the mother of the imprisoned former Yukos Oil chief executive Mikhail Khodorkovsky.

President Buzek expressed support for Marina Khodorkovskaya and Parliament's solidarity with her during these difficult times as her son is counting his eighth year in prison and is facing the verdict in his second trial tomorrow.

President Buzek said:

"We share with you our solidarity. We hope that tomorrow we will have real justice for Mikhail Khodorkovsky. His case became an emblematic symbol of major problems of the rule of law, legal nihilism and human rights in today's Russia.

When I was in Moscow, I raised with President Medvedev and other Russian authorities the case of Mr Khodorkovsky, as well as unresolved murder cases of journalists Anna Politkovskaya, Natalia Estemirova and Anastasia Barburova and the death of lawyer Sergei Magnitsky. I encouraged Russian government to undertake a comprehensive reform of the judicial system.

I believe that President Medvedev's Modernisation Agenda cannot be successful without involving civil society and without strengthening the rule of law and the independence of the judicial and legal systems in Russia. It is in the best interest of Russia itself and especially in the interest of its people. "

Кристина Ожуланд, депутат Европарламента от Эстонии, член Либерально-демократической партии, чаще других проводит мероприятия в Парламенте по темам, связанным с демократией в России. В этом году в трех мероприятиях под патронажем г-жи Ожуланд поднимались весьма актуальные темы.

На одном из них говорили о тенденциях возрождения сталинизма, дискутировали и историки, изучающие этот вопрос, и представитель партии "Яблоко" С.Митрофанов, и представитель нынешней оппозиции экс-премьер Михаил Касьянов.

На мероприятии "Партнерство для модернизации: последние тенденции развития отношений Европейского союза и России" свои весьма противоположенные точки зрения представляли и руководитель российской миссии в Евросоюзе Владимир Чижов, и один из юристов, занимающихся делом Михаила Ходорковского, Вадим Клювгант.

Совсем недавно в Европарламенте состоялась премьера документального фильма "Justice for Sergey" голландских авторов. Фильм об известном российском юристе, уличившем чиновников в краже денег из бюджета в сумме около 230 млн. долларов, и по этой причине оказавшемся в тюрьме, и умершем в ней от пыточных условий содержания.

Корр.: Уважаемая г-жа Ожуланд, под вашим патронажем в этом году уже прошло три мероприятия, которые связаны с довольно жесткими и весьма актуальными темами в отношении России?

Кристина Ожуланд: Между Россией и Евросоюзом существует весь спектр вопросов для обсуждения - от сугубо экономических, до прав человека. Как раз сейчас начался очередной ряд серии консультации Россия-ЕС по правам человека. Если мы действительно партнеры с Россией, мы не можем говорить только об экономике. На нашем столе все темы. Мы хотим понимать друг друга до конца и глубоко. И то, что творится в судах и тюрьмах, в расследованиях в России, далеко не соответствует европейским стандартам, это никак не совпадает с европейскими ценностями. И в этом смысле очень сложно иметь стратегические отношения с Россией, так как в этих темах у нас пока много вопросов друг к другу.

Корр.: В начале декабря состоится САММИТ РОССИЯ-ЕС в Брюсселе, с участием Дмитрия Медведева, каковы ваши ожидания от этого мероприятия?

К.О.: Саммит этот будет проходить на уровне Президента Баррозо и Комиссара по международным отношениям г-жи Эштон. Мы, как парламентарии, не участвуем в саммите, но я, как и все члены Русской Делегации Европарламента и подкомитета по Правам Человека после саммита получим комментарии по его результатам от г-жи Эштон.

Хочется надеяться, что вопросы по правам человека будут не менее приоритетны, в рамках этого саммита, чем вопрос по отмене виз, который так бурно обсуждается.

В столицу Европы съехались женщины-министры Евросоюза чтобы принять участие в саммите "WOMEN MINISTER'S SUMMIT", тема которого была посвящена Международному Дню борьбы за ликвидацию насилия в отношении женщин. Практически во всех прозвучавших выступлениях женщин -министров из Евросоюза отмечалась проблема растущего насилия над женщинами в собственных семьях. Именно эта тема стоит особенно остро в Европе сегодня.
